cefvcl lacks onCertificateError property #66

What steps will reproduce the problem?
1. drop TChromium component on the form
2. there is no property OnCertificateError in Object Inspector

What is the expected output? What do you see instead?

I expect setting onCertificateError handler via Object Inspector.

What version of the product are you using? On what operating system?

latest from dcef3 repository - 3.2171.1979
operation system - windows XP 32bit SP3

Please provide any additional information below.

I submit a patch how to do this in this ticket.
