We need to prevent users from being able to delete all registration forms (in Time Registration) and instead make the form reset. We always want there to be at least one form intact, but instead of visually deleting it, we want its input to be cleared.

It is not really ideal that users can delete all forms, even though new ones can easily be created with the '+' button.
