Fix time validation #177

Issue

After implementing the time picker, the Start and End time validation is not working properly, which caused the an error. At the same time, users are not informed about why the form is unable to register as they were before.

Discussion

Users need to be able to see whether they have filled out the form correctly or not.

This will probably have to be addressed again soon, as we're most likely going away from the Buefy time picker with #163.
