Integrate to Gratisal #220

Problem The data used for paying out salaries is generated and stored in Dilly Dally, but the process of taking it forward to Gratisal where we pay salaries is a manual process that needs to be carried out in a very short window of time, at the end of each month, sometimes the person must work late hours or weekends to get this done. It's not necessarily a big task but it's sensitive to when it's done. It usually requires a fair deal of coordination and preparation.

Feature The data that is generated in Dilly Dally should be forwarded to Gratisal on an API and used to generate draft pay-slips. The draft payslips should be sent to both employees and managers for approval and when approved by both they should be finalized and committed for pay-out.

Value We would get fewer errors in our pay-outs simple due to the fact that the employees get to see a draft in forehand. We would also raise the low bus-factor and get rid of the hectic and stressfull activity around the end of each month. We would save the cost of the administrative work.
