Adopt pgbouncer_exporter #21

The upstream pgbouncer0 exporter is abandoned. But we have an active fork at https://github.com/stanhu/pgbouncer_exporter. I think this would be a good candidate for the Prometheus community.

Since we use this for gitlab, I'd be willing to be the maintainer sponsor.

This is complete. I've also filed a support ticket with GitHub to make the repo "normal mode" to remove the fork linking for the original version.
