[kube-prometheus-stack] Sync latest kube-prometheusRules.yaml to pick up availability30d rule performance fix #1497

Is your feature request related to a problem ?

Yes, I have been getting timeouts recently for the evaluation of the apiserver_request:availability30d rule.

Describe the solution you'd like.

It turns out the issue has already been tracked down by the kubernetes-mixins upstream by the issue: https://github.com/kubernetes-monitoring/kubernetes-mixin/issues/411

Unfortunately, the fix only recently got to prometheus-operator/kube-prometheus recently and it looks like kube-prometheus-stack barely missed it in the last sync.

Describe alternatives you've considered.

I guess I could delete the rules from my cluster for now....
