Transfer Prometheus Playground assets from existing repo #1

This PR transfers the existing Prometheus Playground project into this org. If there's a more efficient way to do this, please let me know.

Hey! Sorry, just rediscovered this in my mailbox. Although I'm not up to date about what the current prometheus-community org policies are, I assume this is ok since the repo there already exists and this just transfers the actual content into it that you had before.
