feat: adding a new option to delay subsequent collections #320

This should fix #304 by allowing a configurable delay. We were also hitting this error, and I figured a small addition shouldn't be too much.

Any reason why this was closed? I'm also seeing similar issues as in https://github.com/prometheus-community/stackdriver_exporter/issues/304.
