chore: add KubeJobNotCompleted runbook #49

Need to update the runbook since the alert was renamed into the kubernetes-mixin from KubeJobCompletion to KubeJobNotCompleted https://github.com/kubernetes-monitoring/kubernetes-mixin/pull/746/
