Exceptions during deployment #20

If an exception occurs during deployment, the infrastructure gets stuck in the creating state. Need some way to handle this. Maybe related to https://github.com/prominence-eosc/imc/issues/18?

With the switch to having a manager process running, we could check this state (in fact there is a comment in the cleaner code, but nothing is done yet).

(Almost) done in delete_stuck_infras in the cleaner, but currently the infra is just deleted. Should delete any existing infra and try again or switch to the waiting or accepted state.
