Automatically update quota info (remaining instances, cores, memory, volumes etc)

Done for OpenStack https://github.com/prominence-eosc/imc/commit/6b179c9f2c5cea8860ee46f2a482f01f71d6a0bc (username/password auth only so far)

Closing for now. Quotas for OpenStack clouds with token-based access will be tracked in https://github.com/prominence-eosc/imc/issues/43
