Dealing with FedCloud sites & required info for IM #73

There is currently lots of stuff in the static config files for FedCloud sites. What is actually needed? Can we actually add a cloud from scratch and have all the required information?

Needs to be understood for https://github.com/prominence-eosc/imc/issues/73
