Download & uncompress artifacts in promlet #115

Currently done by HTCondor, but hard to tell if and why things failed. Will be better to do it all ourselves.

Functionality tested in new code:

[x] .zip
[x] .tgz
[x] .tar.gz
[x] .tar
[x] .tar.bz2
[x] .bz2
[x] none

Also:

[x] Failed download results in job in failed state
