The nav bar is not fixed and scrolls off the page #141

It can also be scrolled off the screen both horizontally and vertically.

Vertical scrolling problem now fixed in https://github.com/prominence-eosc/prominence/commit/6874d80e43b916c80eada7d7c1093de193bb68a1
