Ordering does not work for tasks created on TRACKS #140

What steps will reproduce the problem?
1. Create a series of tasks on TRACKS, associated to one project
2. Sync
3. Try to reorder tasks in Shuffle

What is the expected output? What do you see instead?
No reordering happens.

What version of the product are you using? On what operating system?
1.5
