ability to set default context for new actions #260

It would be nice if there were a configuration option to be able to set the 
default context of any newly added action.

Perhaps having a 'global' default which can be overridden by an optional  
'per-project default' would make sense.  When adding new actions to a project 
with no per-project default set, or adding a project-less action, the global 
default context would be selected.

This works in 2.0.0 when creating tasks inline on the project task list.
