IE: history breaks if there is an element identified as the link hash #54

What steps will reproduce the problem?
1. Create a page with two links, like <a href="#one">One</a> <a 
href="#two">Two</a>
2. Create an element like <div id="one">foo</div>
3. Navigate alternating between #one and #two at least three times
4. Press the back button
5. The forward history disappears and all the navigation process after 
this becomes a mess

What version of the product are you using? On what operating system?
