Promos and Offers in metrics responses should be ordered correctly

Promos and offers on the dashboard are meant to be ordered by performance (i.e. revenue generated). Screenshot below shows that this is not the case.

Responses from metrics/promos and metrics/rco should be ordered by revenue in descending order.
