After submission Submissions are reviewed manually. Our service periodically checks if you server is up and if it is accepting sign-ups. We only show servers that are up and accepting sign-ups.

While not enumerated, it appears that a mechanically enforced requirement for that particular service provider is that sign-ups are being accepted. The other guidelines seem like a sound set of principles by which to operate, though!
