leaf through The Oliphant's article and copy as appropriate
return every now and then to add new entries

I'd been considering how to make our blocklist available to members, in order to avoid people working on getting their instances on the list, in order to consider it a point scored. It was built-in: it's in Administration / Server Settings / About / Show domain blocks. It turns out that when I imported the Oliphant tier 0 blocklist in May:

although "obfuscate" is "false" in the CSV file, it's enabled for every block in the import, so there's lots of ***.***
the private comment includes "Imported from _unified_tier0_blocklist.csv on May 14, 2023, 05:13", which matches what it told me at import
"public comment" wasn't filled in, so the cause on the About page is blank

In the future, I guess I should edit the "public comment" in CSVs beforehand. It would be nice to edit the past entries en masse. I don't see a way to even delete them en masse. Instead I might manually iterate:

add a public reason: 2023-05-14, added, from Oliphant unified tier 0 blocklist
turn off obfuscation
