missing annotations #12

OntoNotes data didn't have following annotated as predicate:

S27376: At the United Nations World Human Rights Convention , China 's delegate responded to the West 's frequent criticisms of China 's human rights record in the following terms : " The concept of human rights is a legacy of historical development , and is connected with a country 's specific social and economic situation , as well as its history , culture and values .

In the expression following terms, some parsers like Stanza/UDP using UD EWT data annotate following/V modifying the noun terms. Other parsers like http://delph-in.github.io/delphin-viz/demo/ gives me a direct intrepretation of an adjective modifying the noun. For the SRL part, I was not clear in the guidelines if all adjectives derived from vervbs can reuse the verb senses. What about the noun/adj senses? For this case, I tend to believe that following could be annotated with follow.04, does it make sense?

Another case of adj derived from verb in the Ontonotes:

S27112: Now that the covered walkways have been replaced by parking spaces , people scarcely leave their homes .

covered was not annotated. It could be annotated with cover.02 maybe?

In that case we could use the noun sense lead.02?
