To flesh things out somewhat, some observations:
On that basis, having a per-member fee being taken from the clan's bank every week seems like a nice mechanism here - have as many members you want, as long as you're all prepared to pay for them
It disincentivises not-very-active players from staying clanned but I don't see that as a particularly bad thing.
Ideally the cost would be such that, to an individual, if they're actively casually playing, it's fine and if they're occasionally logging in to chat then it's still doable but maybe not easy.
My initial thought is 5k gold per person per week, which is ~260k/person/year, which feels like a reasonable amount
On the other hand...
Most importantly, I'm not sure clan fees are what we need right now. The priority is getting active players, whether returning or new.
While I've long held that having nearly everyone clanned and off in their own halls on their own channels was actively unhelpful to the game's overall social experience, I don't think that's a core issue right now; right now it's a simple numbers issue.
If we had a bit more of an active playerbase, I think this makes a lot of sense - revitalise and prune the existing clans and create a better system.
Right now, I think fees take more than they add.
My current thought is this: I'd like to do this if/when we grow more, but in the interim, I propose just not enforcing member caps for the time being.

I would say if we were to do it for gold, at this juncture it should be 1k/player/week, not 5.
That being said..
I would agree with just holding off on caps of any kind for now. KoP for example has lots of long gone players in the membership, but I've always maintained, when/if they log back in, they'll be right where they belong. I feel this may even encourage them to stick around.
I think caps were more relevant (and were they ever) back when we had more active players and more active clans.
Remove clan member caps and make it a gold thing, you have to pay x amount of gold per member per week. Great gold sink. Someone smart posted this on the mud.
