browse by state - miscellaneous nice-to-have features #11

-- order the states across rather than vertical (ie. first row would be Alabama, Alaska, Arizona rather than Alabama, Kentucky, North Dakota)

-- This page needs some explanation. What am I looking at? Top words spoken by the Congressional delegation in the record, I presume? For what years? None of this is clear to a n00b.
