Minor copy change on /users #29

No matter how you sort the list of politicians we follow it says "This is an incomplete list." That's too definitive and for some sorting options we're definitely not missing anyone and I've heard from some confused folks about this disclaimer. Can we just change it to "This may be an incomplete list."

The rest of that section is fine. Thanks!
