Remove dependency on DocumentCloud:

Add alternate PDF viewer for transcription pages (maybe the open source version of the DocViewer)
Add alternate harvester (possibly from an s3 bucket)
Make DocCloud opt-in via a Transcribable class method
Adjust view generator to generate alternate PDF viewer if DC isn't opted-in
