Find Alternative to Preferences #120

Preferences do not work on SFX, so we need to find an alternative. Note: 
SendableChoosers don't work either.

I think that it will work best to have our own Preferences class in the code, 
similar to RobotMap, and use SmartDashboard.putNumber and 
SmartDashboard.getNumber to do any precise tuning for PID.
