The online Screen Steps documentation describes how to monitor the network 
bandwidth usage using the perfmon utility that is part of Windows 7.

The bandwidth cap on the field is 7 Megabits/second.

We should get baseline measurements using the practice 'bot in all modes of 
operation (disabled, teleop, autonomous & test) both with and without a camera 
connected.
