Linux packages needed: update README to reflect #34

Ryan Bennett observes that the libc-dev package is needed to compile on Ubuntu. I must have already had this one installed when I tested re: Ubuntu packages.

In general, what I will do is:

fire up a bare-bones Ubuntu VM
install packages until it works
document those in the README
