Ready to merge!

Adds tags page
Removes random stuff on the category page
Makes the category image the hero background
Links to the action
Adds category details

As mentioned on slack, let's get the action_url property involved in the links so people can actually click through to the Actions. If you could do this for categories and tags that'd be awesome. Then we can merge this.

I created #77 to solve the direct URL load issue on netlify.

Click "Act now" on a category to get to the UI for the category page, tags look similar.
