The 'locked job check' and the 'valid sumset option check' are backwards,
producing incorrect and confusing errors.

Reordered +job/sumset. Fixed in revision 17.

More corrections were done, organizing the checks and the errors into a logical
order. Updates checked in with revision 20. Fix verified in oatch file.
