+job/set changes / reconciliation #59

+job/set needs to be made more intuitive and reconciled across the +help file. 

Old model: 0-6
New model: hold|new|underway|25|50|75|100

In jhelp.txt:
& manage2 still has new model selections in ansi portion.
& job/set is set to the 'newer' model, as well.

In full install:
CMD_JOB/SET needs to use both old and new models.
