Identify tagged jobs in job header #77

There is presently limited information about tagged jobs other than showing
up in +jobs/mine and a "Tag" designation in the footer.

The job header should be updated to list those for whom the job is tagged,
possibly highlighting if %# is in the list.  The tag mark in the footer
should be removed.
