Define our SLAs, and post to our github page, so it is clear to other teams i) the level of support we can provide ii) how to make a request, for both FIP review and modeling. This also requires concrete definitions of effective feedback and communication across different teams.

Created process in Github for tracking Cryptoeconomic FIPs and Ideas
- Created two [Github issue templates](https://github.com/protocol/CryptoEconLab/issues/new/choose) so CEL and Others can request “FIP review” or non-FIP “Idea Review.” Templates use form-fill textboxes to standardize content and format.
