Open public discussion on dynamic target lock and staking #38

There is substantial design space that can be explored around locking and how that could be coupled via incentives to create favorable network outcomes. This could be in the form of a fixed-schedule stimulus for locking, PID control-type feedback to control locking target, or enabling individually chosen lock target values with QAP incentives for higher values (staking). Given current trends in network supply it is valuable to open this discussion soon, while detailed research will be ongoing. To support this we will open a FIP discussion accompanied by a report documenting our research.
