Workplan:

[x] Explore different options for distribution rewards in Saturn
[x] Build a simple agent model to stress test each option
[x] Write the main conclusions in a report and discuss it with Saturn and CEL team
[ ] Decide on final proposal and update TReasure Spec

Due to dependencies on the fraud detection module, we will only finish the reward design after issue #2
