We want others through PL and PLN to be able to add content easily to enable them to create their own tutorials and pages about their projects
Proposed Solution
[x] Create a template for tutorals (.md file)
[x] Create a step-by-step readme for how to add a new tutorial, including instructions on any config files, JS, and markdown files that need to be created
[x] Create a template for adding a 'Dev-Tools' page (a .md)
