Describe the problem We would like to have reference materials in order to enable residents to quickly learn about the Network Indexer, resources available, and try a hands-on tutorial for the Jan 30, 2023 Launchpad colo

Proposed Solution

• [ ] Create a new branch and PR for a Network Indexer page in Dev Tools
• [ ] Add in some baseline content
• [ ] Add Ivan to launchpad repo
• [ ] Add screenshots, directions, and stickies to the miro for the v8 colo
