Please add Ruby 3.3 support

Like https://github.com/protocolbuffers/protobuf/issues/11407 , I'm facing the same problem when pushing Ruby 3.3 app to Heroku:

I'd appreciate if you could add the prebuilt binary for Ruby 3.3.
