Bump GitHub action workflows to latest versions #153

This PR bumps GitHub action workflows to their latest versions, this avoiding deprecation warnings as seen here.

Actually, I spent an embarrassingly large amount of time trying to fix the issues in the GHA scripts when the site was no longer publishable earlier this year. I've finally got it back to working, and am not super keen on updating things without a lot of testing. I'll see if this runs on my local installation of nektos/act.
