Add scripts to simplify build process #4

This adds a few quality of life improvements to simplify manual E2E testing:

  1. Adds the ability to explicitly specify an address in rollup.yaml and have it funded via premine on L1
  2. Moves the specs and refl2geth repos to submodules
  3. Adds scripts for building and running each service.
