better minzoom ranking for water labels #229

e.g. mediterranean should show up before all other sea labels

We should add the Natural Earth marine areas to the NaturalEarthDb config and then do same wikidata id join as in places layer, and default the sea min zoom to 7 or 8 for the fallback.
