Missing "locality" kinds in the places layer #258

Description

Upstream OSM data includes a wider range of place=* values than the existing list of "locality" like features already present in tiles, including city, town, village.

The places layer should also include locality, hamlet, isolated_dwelling, farm, and allotments. All of those except allotment were present in Tilezen but not yet included in Protomaps.

In the USA there are many place features for unincorporated areas tagged hamlet, and those are missing from the map today. For example, Samoa, Humboldt County, California, USA.

NOTE: No change is requested for non-locality labels which already include "country", "state", "province", "suburb", "quarter", "neighbourhood", and "quarter".

Location For map changes, include a link to a public URL with coordinates in the hash and zoom level.

I'm looking at an area of Northern California around Eureka comparing Who's On First (black and grey labels) with OSM coverage (orange and red labels). Right now prod Protomaps is missing many OSM features.
