Surface EIP context and discussions

It is useful to have access to the wider context of an EIP, including historical discussions and decision making. There are various forms of asynchronous communication but important decisions mostly go through the All Core Dev meetings, which are managed through https://github.com/ethereum/pm/ :

• meeting agenda is discussed and set in an issue, e.g. https://github.com/ethereum/pm/issues/1080
• meeting is streamed on Youtube and linked in the issue
• after a short delay, summaries are written up, e.g. https://ethereum-magicians.org/t/all-core-devs-execution-acde-192-july-18-2024/20565
• after a significant delay, transcriptions are added https://github.com/ethereum/pm/tree/master?tab=readme-ov-file#previous-allcoredevs-meetings e.g. https://github.com/ethereum/pm/blob/master/AllCoreDevs-EL-Meetings/Meeting%20191.md

• zoom meeting chat (which often has significant context) isn't shared AFAIK but some is incorporated into the transcription notes.
