Possibility to revive tombstoned PURLs for that PURLs administrator #32

When you execute "Delete a PURL" then this PURL is not actually deleted but 
only tombstoned. Now nothing can be done with this PURL anymore - nobody else 
can now use it but (which is worse) even the actual owner/adminstrator cannot 
"revive" this PURL.

PURLs got sometimes tombstoned by accident... There must be way getting it back.

This is a good idea.

Moved to an enhancement request since this is not a bug.
