package external solver? #38

Hi, first of all thanks for all the amazing work on the window port. It (almost :p) work out-of-the box. Few minor issues so far (the main one, being solved by https://github.com/protz/ocaml-installer/issues/37#issuecomment-176482793). A bigger issue is the (apparent) lack of support for external solver for opam.

Luckily enough, that there is a binary distribution which seems to be working at http://sourceforge.net/projects/potassco/files/aspcud/1.9.1/

Hmm... is it packaged in cygwin or cygwinports? It would make my life easier (rather than having to package and distribute it myself).
