Stateless not deleting files as expected when file deleted from media gallery #2049

Describe the bug They deleted a file on May 4th and it was still present on May 30 in our Google Storage location.

To Reproduce Steps to reproduce the behavior:

  1. Go to the media gallery
  2. Delete a file
  3. Check the file location in Google Storage and it has not been deleted

Expected behavior When a file is deleted from the Media Gallery it should also be deleted from Google Cloud Storage.

Additional context Curtis checked Stateless settings on May 30 and it appears to be set to delete the files as expected. It just didn't do it.

@curtismchale we've talked about this being the default setting for all sites. Once resolved, if the fix could also make this the standard, that would be awesome.
