@lukefretwell there's a sitename field in the build that I almost always enter [Municipality], [STATE]. Most frequently this is [CITY], [STATE].
The sitename then gets used in the WP general settings /wp-admin/options-general.php and the tag [sitename] which you can see in action on many homepage hero units: https://presentation-ca.proudcity.com/
The change away from the default is generally a customer request so that it shows up in the places you mentioned in a standard way that they select. In Santa Ana's case, they changed it to what they would consider their full, proper form, not what we determined.
I can steer folks away from overriding that standard but if in Santa Ana's case, they're changing it to the most used version, wouldn't the most used version be best used for SEO?

While we have the site title, it is being applied differently on the various sites (some use city name, and some use city and state names).
Would be great to standardize and have a field to designate the government organization in its full, proper form (example: 'Santa Ana, CA'). That way we can use this field in other areas, such as page title, footer or other areas. This would be helpful in SEO as well as site branding.
