Change 'Users' to 'Accounts' #2434

In our help documentation, we reference 'Accounts' but in the dashboard we call it 'Users'. In the top admin bar we reference 'Account'.

What feature would you like to improve A clear and concise description of the current feature.

My suggestion is to change the admin feature to 'Accounts'.
