Upgrade terraform version restriction #221

What would you like to be added: Start using 1.1+ version of terraform binary.

Why is this needed:`. Many of modules started to require 1.0.0+ version of terraform binary.

We need:

Comparison between major versions of terraform starting from 0.15
Plan of migration (Is the remote state compatible? Risks and etc)
List of Modules that need fixes/upgrades
