This PR adds the setting used by the 500 error custom template https://github.com/proversity-org/proversity-openedx-themes/pull/284
This setting has the default value of http://pearsonadvance.echelp.org/ but it can be overridden from Ansible. It can also be set for each site from the site configurations table.
